Mandate: Established by Law 2225 on 13 October 2003 to investigate human rights crimes between 1954 and 2004, during the 35-year dictatorship of Alfredo Stroessner (1954-1989) committed by state or para-state agents; to identify the individuals who committed human rights crimes; and to determine the official number of persons disappeared during the dictatorship.

In March 2004 Martin Almada, advocate for the Commission, presented evidence to a court in Spain regarding Stroessner’s involvement in human rights violations in order to request Stroessner’s extradition from his exile in Brazil. [ABC]
In April 2004 Paraguay began the implementation of the Law of Reparation to Victims of the Dictatorship (Law 838), which was passed in 1996, and started paying reparations to former political prisoners and other victims of the dictatorship of Alfredo Stroessner. It is thought that around 400 people will be eligible. [ICTJ]
