MANDATE AND OPERATIONS

Mandate: Established by the President to investigate human rights violations involving civil or political rights between 1972 and 1986. Investigations were limited to abuses committed by government officers or their agents, or by persons acting in their stead or under their orders. [PH]

Staff: 7 Commissioners with highly respected Filipino lawyer, Senator J.W.Diokno, as chairman.
 
FINAL REPORT
No report was produced due to early disbandment in January 1987, when the entire committee resigned after a military attack on a peaceful demonstration in Manila killed several civilians. The committee’s work was under strain from the start due to lack of sufficient resources, military intransigence and political constraints. [PH]
