Mandate: Established by President Museveni with a broad mandate including arbitrary arrest and detention, torture, and killings between December 1962 and January 1986 and asked for recommendations to prevent the reoccurrence of such abuses.

FINAL REPORT

The Report of the Commission of Inquiry into Violations of Human Rights:  Findings, Conclusions and Recommendations (Oct 1994)

The report was not widely distributed. It found evidence of widespread arbitrary arrests, detention and imprisonments and recommended the repeal of laws allowing detention without trial
