FINAL REPORT

Report of the Commission of Inquiry into the Disappearances of People in Uganda since the 25th January 1971(1975)

One of the few commissions to be called outside a time of transition.

Report was not published and recommendations were not enacted. Commission concluded with specific recommendations for police and security reform as well as training for law enforcement about civilian rights.  President Amin’s government became more abusive after report’s publication. [PH]
