MANDATE AND OPERATIONS

Mandate: Established by a federation of four international NGOs known as the Liaison Committee of Association in Defence of Human Rights in Rwanda (CLADHO) to investigate human rights violations between October 1990 and the time of the commission (1993).

Staff: Made up of 10 Commissioners (as well as additional translators and short-term consultants)

Results: Documented 2,000 killings, and unspecified number of attacks on civilians, and kidnappings
