MANDATE AND OPERATIONS

Mandate: Established by the National Reconciliation Commission Act 2002, Act 611, to seek and promote national reconciliation among Ghanaians by establishing an accurate historical record of human rights violations and abuses inflicted on persons by public institutions and public officers from March 5, 1957 through January 6, 1993 and to recommend redress for the wrongs committed.

The Commission had the power to compel presence (as it did in the case of former President Rawlings).

Staff: Nine commissioners, with Mr. Justice K. E. Amua-Sekyi  as Chairperson, appointed by President J. Kufuor in consultation with the Council of State, and approximately 70 additional staff members. 

Budget: 5 Mil.US$

Structure: Commission is set up in 6 committees: Legal Profession, Professional Bodies other than legal, the Press, the Labour and Students Movement, the Security Services, Religious Bodies and Chiefs

Result: The Commission received a total of 4 311 petitions and heard testimony from 2129 victims and from 79 alleged perpetrators
 
FINAL REPORT

The National Reconciliation Commission Report was published in October 2004.

LATEST UPDATE

October 2007:  In October 2006, the Government commenced the paying out of reparations to victims of human rights abuses.  A 3-member reparations committee was mandated to ensure compliance with the recommendations of the NRC.  Some victims have complained, and the Government has recognised that the payments were unsatisfactory in terms of amount.
