NAME OF MECHANISMTruth and Reconciliation Commission (TRC) for Serbia and Montenegro.
2001-2003
Mandate: Established by then President, Vojislav Kostunica to investigate war crimes committed in Slovenia, Croatia, Bosnia and Kosovo over the last decade.
Staff: 15 Commissioners
Results: The Commission failed to produce any results.
October 2007: The Commission only ran for 2 of the 3 years of its mandate, and therefore did not produce a final report.
Criticisms of the Commission included a lack of consultation with NGOs and victims, both before and during operations, and a lack of impartiality since the commissioners were all of the same political and ethnic group.
Lack of support from the Government and civil society prevented the TRC from becoming independent and effective.
