Report kept confidential on the grounds that it could spark violence over past wrongs.
Much controversy was created over confidentiality, leading to the production of a report in 1997 by two Zimbabwean Human rights organizations, Catholic Commission for Peace and Justice in Zimbabwe and the Legal Resources Foundation, titled “Breaking the Silence, Building the Peace.” [PH]

In November 2006, Canadian Justice Minister Vic Toews quashed the attempt by a parliamentary committee to indict Mugabe for crimes against humanity. The bases for this move were Mugabe’s head-of-state immunity and the absence of a link between Canada and the victims of offences. [voa news]
